First, you will need to write a thesis. The thesis’ purpose is to serve as a claim that the whole essay will attempt to prove. You may need to rewrite your thesis multiple times throughout this process. (As you write your drafts, you may have to adjust your thesis as you learn more about your topic.)
Next, you need a plan for presenting the material. This is your outline. What does the reader need to know first, second, third, fourth, etc.? What evidence will you give to prove your thesis is true? If you are having difficulty writing a clear and interesting thesis statement and/or having difficulty developing a step-by-step outline, then you probably need to give more time to organizing your thoughts and reviewing what you have read
